City of Raleigh Fall Job Fair

The City of Raleigh is seeking a Senior Transit Planner to support and lead bus capital improvement projects as part of the Bus and Bus Facilities Team. This role blends planning, service development, and project coordination focused on advancing transit infrastructure in support of the Bus Improvements Program and Wake Transit Plan. The position leads planning and implementation for projects involving bus stops, shelters, service changes, public engagement, GTFS data, and construction coordination. Ideal candidates bring experience working with transit agencies, consultants, and vendors to ensure projects are delivered on time, within scope, and with the rider’s experience in mind.

About You

You are a detail-oriented transit professional who thrives in multidisciplinary environments. You understand the intersections between planning, engineering, and operations and can manage both big-picture strategy and on-the-ground implementation. You have experience with GTFS, service planning, and capital project delivery. You know how to engage with consultants, vendors, and internal departments to keep projects moving forward. You are comfortable reviewing technical plans, conducting site visits, facilitating detour planning, and working directly with the public to ensure transit improvements are meaningful and equitable.

About Us

The Bus and Bus Facilities Team operates within the City of Raleigh’s Department of Transportation, Transit Division. We lead capital and operational improvements to the transit system including bus stop and shelter upgrades, service planning, facility construction, and system planning. Our work supports implementation of the Wake Transit Plan and is rooted in advancing equity, access, and ridership growth across the region.

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

  • Lead planning and project management for the Bus Improvements Program including shelter, stop, and accessibility upgrades
  • Collaborate with internal departments and external consultants to develop scopes, review plans, track budgets, and manage construction timelines
  • Serve as a point of contact for project documentation, submittals, and field inspections ensuring standards are met and deliverables maintained
  • Support service planning needs including GTFS updates, route evaluations, and detour coordination in collaboration with operations teams
  • Conduct public engagement including events, meetings, surveys, and communications for capital and service projects
  • Coordinate with regional partners such as GoTriangle and CAMPO on joint projects and Wake Transit Plan implementation
  • Present planning materials to internal teams, public audiences, and decision-making bodies

Education and Experience

Bachelor's Degree in Planning, Urban Planning, Transportation Planning, Engineering, or related field; 3 to 5 years' experience in professional urban/regional planning, transportation planning, or related work

OR

Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted

Preferred Qualifications

  • Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire
  • American Institute of Certified Planners Certification

Knowledge of

  • Bus service planning principles and GTFS data
  • Wake Transit Plan and regional transit strategies
  • Project development, capital planning, and grant-funded improvements
  • Construction review, document control, and vendor coordination

Skills in

  • Reviewing submittals, field observations, and construction progress
  • Collaborating across departments and with outside vendors and consultants
  • Coordinating multiple deadlines and keeping complex projects on track
  • Gathering and analyzing transit data and public feedback

Abilities to

  • Interpret construction documents, drawings, and specifications
  • Manage multiple capital and service projects concurrently
  • Lead meetings, communicate technical information, and support public outreach
  • Serve as a liaison between planning, engineering, and operations teams

Physical Effort

Sedentary: Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull, or otherwise move objects, including the human body.

Work Environment

Employees will frequently work in an office environment and will occasionally work in an outdoor environment, near moving traffic and in a vehicle.

Work Exposures

Employees will occasionally be exposed to individuals who are hostile or irate.
